Phase 2 Deadline: 55% Domestic Content Requirement for Manufactured Products

Phase 2 of the FHWA Buy America manufactured products rule takes effect. All manufactured products must have 55% or more of their component costs from domestic sources, in addition to final assembly in the US. This applies to projects with E-76 obligation dates on or after October 1, 2026.
