FHWA Buy America Final Rule Published (23 CFR 635.410)

FHWA publishes the final rule for Buy America requirements for federal-aid highway construction (23 CFR 635.410). Establishes the two-phase manufactured products requirement, de minimis thresholds, and waiver procedures. Phase 1 effective October 1, 2025; Phase 2 effective October 1, 2026.
