FHWA Publishes Manufactured Products NPRM

FHWA publishes the Notice of Proposed Rulemaking for Buy America requirements for manufactured products in federal-aid highway construction. Proposes a two-phase approach: Phase 1 (final assembly) effective October 2025, Phase 2 (55% domestic content) effective October 2026.
